Adoption of the Housing Element by the City is a State requirement and is one of the elements of the General Plan. The Housing Element guides the City in its plans to meet existing and projected local and regional housing needs. The plan should promote infill development, socioeconomic equity, protection of the environment, encourage efficient development and promote jobs and housing.<\/p>\n

6th<\/sup> Cycle 2021 \u2013 2029 Housing Element<\/h2>\n

WHY UPDATE THE HOUSING ELEMENT?\u00a0<\/strong><\/p>\n

State law requires the Housing Element be updated on a given cycle, for Gardena the deadline is October 15, 2021.\u00a0 The Housing Element Update will build upon, and revise, as appropriate, the goals, policies and programs of the Housing Element, to ensure that the City can meet its housing needs for the 2021 through 2029 period.<\/p>\n

WHAT ARE THE CITY\u2019S HOUSING NEEDS?<\/strong><\/p>\n

The Regional Housing Needs Assessment (RHNA) is mandated by State law to quantify the need for housing throughout the State. The Housing Element Update must address the housing needs identified by the Southern California Association of Governments (SCAG) for Gardena.<\/p>\n

As the Council of Governments (or regional planning agency), SCAG is responsible for overseeing the RHNA process for the Southern California region, which encompasses six counties (Imperial, Los Angeles, Orange, Riverside, San Bernardino, and Ventura) and 191 cities in an area covering more than 38,000 square miles.<\/p>\n

Gardena has been provided a final RHNA allocation for 5,735 units to accommodate an estimated growth need at various income levels. The Housing Element must identify sites to accommodate this estimated growth at each income level. The City\u2019s appeal of these numbers, along with almost every other jurisdiction\u2019s appeal, was denied.<\/p>\n<\/div>\n

INVENTORY SITES\u00a0<\/strong><\/span><\/p>\n\n\n\n
The purpose of the housing element\u2019s site inventory is to identify and analyze specific sites that is available and suitable for residential development in order to determine the jurisdiction\u2019s capacity to accommodate residential development and reconcile that capacity with the City\u2019s Regional Housing Need Allocation (RHNA).<\/p>\n
