Assembly Bill 2533

In accordance with AB 2533, a streamlined process is now available to permit unpermitted Accessory Dwelling Units (ADUs) and/or Junior Accessory Dwelling Units (JADUs) constructed prior to January 1, 2020.

To guide you through the process, please follow the steps below:

  1. Gather documents or evidence showing proof that the ADU/JADU was constructed or existing area converted into an/a ADU/JADU prior to January 1, 2020.
  2. Property owner complete Parts 1 and 2 of the application and sign the last page of the application.
  3. Hire a California Licensed General Contractor (B License), a California Licensed Architect, or a California Licensed Engineer to complete the Substandard Housing Inspection Checklist portion of the application (Part 5 – starting on Page 6 of pdf and complete/sign/stamp last page).
  4. Pay the plan check application fee, submit proof that the ADU/JADU was constructed prior to January 1, 2020, submit the completed application with plans (site plan, floor plan, and photographs).
  5. If needed, submit separate application(s), plans, and fees to correct identified Health & Safety Code violations.

To be Eligible for the AB 2533 Permit, documentation is required to be submitted showing proof that the ADU/JADU was constructed before January 1, 2020. The construction/conversion date may be established with one or more of the following documents:

  • The Los Angeles County Assessor’s initial date recognizing the unpermitted ADU/JADU.
  • Title Report identifying the ADU/JADU and date/year of construction.
  • Building and Safety, Planning or Code Enforcement records of the ADU/JADU existing prior to January 1, 2020.
  • Real estate transfer disclosure for unpermitted ADU/JADU.
  • Other documents may be considered by the Building Official on a case-by-case basis and acceptance will be determined

Note: Before completion of application and submittal, the property owner may obtain a confidential third-party code inspection from a licensed contractor to determine the unit’s existing condition or potential scope of building improvements before completing and submitting the application for a permit.
